The Regulator of Social Housing (RSH) has published a Regulatory Notice (RN) for London Borough (LB) of Redbridge.
LB Redbridge made a self-referral to the RSH due to a failure to meet statutory requirements in relation to electrical safety. The RSH has subsequently concluded that the council has failed to meet statutory health and safety requirements in a number of areas:
- There were more than 3,000 overdue remedial actions in relation to fire door replacements and the council was unable to report when the fire doors would be installed, their risk profile or how long the actions had been overdue
- Almost 200 communal areas and 2,000 domestic properties did not have a current electrical condition report
- LB Redbridge had not assessed whether over 450 communal areas required asbestos surveys, without which the council cannot be assured that risks are being properly managed or that tenants are not being exposed to asbestos and
- The council did not have current risk assessments for more than 160 residential blocks.
The RSH found LB Redbridge to be in breach of the Home Standard and that as a consequence there was the potential for serious detriment to tenants.
