Regulator of Social Housing makes three appointments to the Board of small Merseyside-based provider

The Regulator of Social Housing (RSH) has made three appointments to the Board of made three appointments to the Board of Eldonian Community Based Housing Association Limied (Eldonian), a small provider based on Merseyside.  Eldonian owned or managed 394 units of social housing in Liverpool at 31 March 2021.  The individuals appointed are:

  • Bronwen Rapley (Chief Executive of Onward Homes)
  • Angela Forshaw (former director of Liverpool Mutual Homes) and
  • Lesley Thompson.

In July, the RSH found Eldonian to be non-compliant with its Governance and Financial Viability Standard, with the RN referencing “a serious breakdown in the governance, operations and control framework of the provider at the most basic level”.  Key aspects of the RSH’s findings were that Eldonian:

  • Made unconstitutional appointments to its Management Committee
  • Has significant weaknesses in the leadership of the organisation both at executive level and within the Management Committee
  • Has failed to assure the RSH that it is adequately managing its financial resources and any potential conflicts of interest and
  • Did not communicate transparently with the RSH about the weaknesses in its leadership and management team.
